Foreign ownership
This activity is not yet open to foreign investors under Decree 31/2021. It can be run by a Vietnamese-owned company; Emerhub can advise a compliant structure or an adjacent activity that reaches your goal.

Licenses & permits
This is a conditional business line. Alongside the IRC and ERC, it needs the following sector sub-licence or regulatory approval before it can legally operate in Vietnam.

Foreign law firms/branches may advise on foreign and international law but may not litigate before Vietnamese courts; notarial/bailiff services (69109) are closed.
Foreign law firms may establish branches, subsidiaries, or joint ventures and advise on foreign law and international law, but may not litigate before Vietnamese courts or provide legal advice/documentation on Vietnamese law (except through Vietnamese-licensed lawyers working within the firm). Legal basis: Law on Lawyers 2006 (amended 2012); Decree 31/2021/ND-CP Appendix I Section B.
